Dodik: RS did not adopt conclusions for the sake of Peace Implementation Council

The Republika Srpska (RS) entity parliament's conclusions were not adopted so that the Peace Implementation Council (PIC) can either confirm od deny them because this body whose existence is legal nonsense, Serb Presidency member said Tuesday, commenting the PIC's earlier conclusions.

“The conclusions were adopted by the Republika Srpska National Assembly, which derives the right to adopt them from all applicable regulations. The PIC SB is a body that is neither grounded in international law nor its acts,” Dodik said when asked to comment on a statement by the ambassadors of the members of the PIC Steering Board who rejected the conclusions of the RS National Assembly.

The Ambassadors of the Peace Implementation Council Steering Board (PIC SB) rejected on Tuesday the adoption of Conclusions of November 11, 2019, by the RS ruling coalition as based on an erroneous interpretation of the Dayton Peace Agreement (DPA).

Pauline Neville-Jones, the then political director of the British Foreign Ministry, said in 1995 that “Their organisation is total legal nonsense,” speaking at the London conference when this international body was established.

“The High Representative has no obligation under the Dayton Peace Agreement or UN Security Council resolutions to the Peace Implementation Council, and therefore I believe that their past actions, as well as those today, are beyond the Dayton Peace Agreement or any legally binding act,” Dodik said.

“We're clear that they have all the power but power and law are not the same and that's my message to them. We don't need anyone from the international community to interpret the Dayton Peace Agreement or the Constitution. Even though we are not as numerous, we have enough competent people who can interpret all the agreements and decisions,” Dodik concluded.
