Academy of Arts and Sciences urges preservation of BiH Constitutional order

Over the past two decades, the political forces threatening the survival of the state of Bosnia and Herzegovina have become stronger and Milorad Dodik, the leader of the Alliance of Independent Social Democrats (SHSD) has become the bearer of the destruction and negation of the state of BiH, the Bosnian Academy of Arts and Sciences (ANUBiH) said Tuesday in a statement regarding the threat to peace and stability in BiH.

“With his totalitarian rule in the Republika Srpska (RS) entity and by blocking the work of the BiH Presidency, Parliamentary Assembly and the Council of Ministers (the BiH government), Milorad Dodik abolished the democratic institutions in the Republika Srpska and wants to do the same at the state level,” ANUBiH at the beginning of their announcement.

Bosnian Serb Presidency member Milorad Dodik’s said earlier this month that the Serb-dominated Republika Srpska (RS) entity would adopt laws and amendments annulling all the previous laws imposed by the international community’s High Representative in the country, some 140 of them, and withdraw its previous consent to all the major reforms in the country such as the army reform, the reform of the fiscal council, the Indirect Taxation Authority, state police, state intelligence agency and others, returning the competencies earlier transferred to the state back to the entity.

“The unilateral abolition of the competencies of the institutions of the state of BiH, outside the Parliamentary Assembly, means a violation of the Dayton Peace Agreement and the constitutional and political order in the country,” concluded the ANUBiH.

Instead of accelerating Bosnia’s integration into the European Union and NATO, instead of fighting for social and economic development and youth employment, a political project of negation and destruction of the state of BiH is being imposed, they said.

Out of a sense of responsibility for the peace and stability of the citizens of BiH, the region and Europe, they called on all democratic forces in the country, including the judiciary, to unite in combating the destruction of Bosnia's institutions.

“We believe that at a time of destabilization of the state of Bosnia and Herzegovina and threats to peace, the High Representative of the International Community in BiH and the European Union Special Representative for the country have a special responsibility. They have the responsibility and authority to remove all holders of state functions threatening peace and destroying the state of BiH from public life in order to preserve peace and integrity of the country,” ANUBiH concluded.
