BiH's Republika Srpska entity Govt condemns US sanctions on its Health Minister

The Government of BiH’s Republika Srpska (RS) entity strongly criticised the decision of the United States to impose sanctions on RS Health Minister, Alen Seranic, as well as previous similar decisions involving other RS officials, arguing that those are political moves favourable to the Bosniak political elites, which “openly working to undermine the Dayton Peace Agreement.”

The statement comes after the US Treasury Department's Office of Foreign Assets Control added two more Bosnian officials, Seranic and the President of the Federation (FBiH) entity, Marinko Cavara, to the list of sanctioned individuals who, as the decision says, “threatened the stability of the region by undermining the Dayton Peace Accords and democratic processes or institutions.”

According to the US Treasury, Seranic “furthered the secessionist efforts of the RS for leading the implementation of the RS Law on Medicines and Medicinal Products,” a law that would establish a new medicines agency solely within the RS, and would “thus disrupt the authority of the state-level Agency for Medicinal Products and Medical Devices.”

The RS government states that Seranic could not “obstruct or threaten the implementation of the Dayton Peace Agreement and undermine democratic processes” with any of his decisions, including in regard to the RS Law on Medicines and Medicinal Products.

The statement says that the Dayton Peace Agreement does not mention this sector in any way, either directly or indirectly, and that this means that Seranic could not be guilty of obstructing the Agreement. It said that Seranic was doing his job in accordance with his powers and according to the policy of the RS, with the goal of protecting the health of citizens.

“The Law on the Establishment of the Republika Srpska Drug Agency is not motivated by political reasons, as implied in the US Government's decision on sanctions against Minister Seranic, but by concern for adequate protection of the health of the Republika Srpska population in a situation where we faced irresponsible actions of the Agency for Medicines of BiH during the coronavirus pandemic, which, with several of its controversial decisions, directly endangered the health of the population of the Republika Srpska “, the RS Government said.

The statement emphasizes that the aspiration for further centralization and unitarization of BiH is completely contrary to the basic principles of the Dayton Peace Agreement and that this decision of the US Government represents “another unsuccessful attempt to put pressure on the political leadership and the Government of the Republika Srpska in order to give up the fight for the rights of the Republika Srpska, which are guaranteed by the Dayton Peace Agreement. “
