Bosnia elections must be held in October, Western ambassadors to OSCE say

The ambassadors of five influential Western countries in the Organisation for Security and Cooperation in Europe have warned that Bosnia and Herzegovina must hold general elections in October even though there is no agreement on changing the electoral law.

The heads of the missions of the United States, Great Britain, France, Germany, and Italy last week visited BiH to assess the situation.

In a joint statement released on Wednesday, they expressed concern that the leaders in the country from the whole political spectrum undermine the state's democratic institutions, and said that announcements of obstructing the elections in the autumn were unacceptable.

The deliberate obstruction of timely elections as envisaged by the BiH Constitution and the Dayton peace agreement would constitute a violation of citizens’ fundamental democratic rights, the statement said.

The main Croat political parties in BiH, dissatisfied with the lack of an agreement with Bosniak parties to change the election law, have not ruled out the possibility of boycotting the October elections.

Influential Western states and international organisations in BiH insist the elections be held on the first Sunday in October as envisaged by the current election law.

The Central Electoral Commission has said it will honour that date and call the elections by 4 May. It warns, however, that the 2022 state budget has not been adopted yet and the government has not approved financing from other sources, so that might be a problem.

The Western ambassadors to the OSCE have now asked the Council of Ministers to ensure the money so the elections can be held.

It is imperative to ensure the funds for the implementation of the right to vote, they said, adding that they expect the elections to be held on time and with full financing as well as full support from the political leaders.
