Dodik's advisor: Schmidt not a real High Representative in BiH, has no powers

According to Bosnian Serb Presidency member Milorad Dodik’s advisor Radovan Kovacevic, Christian Schmidt is a natural person who pretends to be the High Representative, and that such an institution does not exist in Bosnia anymore, as he failed to obtain the UN Security Council’s resolution on his appointment as is allegedly required by Annex 10 of the Dayton Peace Agreement.

“The moment he obtains such a resolution, we will take his comments into consideration, but we must immediately warn him that even then he will not be relevant to ever sanction or take any measures, because neither the High Representative has the right to do so, nor, especially a natural person who presents himself as a High Representative,” Kovacevic pointed out for public emitter in Bosnia’s Serb-dominated entity of Republika Srpska “RTRS”, commenting on Schmidt's statement that the RS latest moves represent political games and an attack on the integrity of BiH.

Bosnian Serb Presidency member Milorad Dodik’s said earlier this month that the Serb-dominated Republika Srpska (RS) entity would adopt laws and amendments annulling all the previous laws imposed by the High Representative in the country, some 140 of them, and withdraw its previous consent on all the major reforms in the country such as the army reform, the reform of the fiscal council, the Indirect Taxation Authority, state police, state intelligence agency and others, returning the competencies earlier transferred to the state back to the entity.

On Wednesday, the RS National Assembly adopted the Bill on Medicines and Medical Devices, which foresees the establishment of an entity-level Medicines Agency despite there already existing a state Agency which regulates the BiH market and determines the safety of medications.

Kovacevic concluded by saying that the last High Representative, in charge of overseeing the implementation of the civilian aspect of the Dayton Agreement that ended the 1992-1995 war in BiH, was Valentin Inzko who created all these problems in the country by imposing a ban on genocide denial and glorification of war criminals, “causing the greatest crisis in the country since the signing of the Dayton Agreement.”
