EU's Sattler: 2021 is the year of electoral and constitutional reform

European Union special representative in Bosnia and Herzegovina Johann Sattler said that 2021 is the year for electoral and constitutional reform, and that focus should be on recovery and cooperation instead of divisive rhetoric.

“2021 is year for electoral/constitutional reform and for increasing functionality, establish interagency working group including CEC (the Central Election Commission – top electoral authority) and other stakeholders, focus on economic recovery and cooperation instead of divisive rhetoric,” said the ambassador.

Electoral and constitutional reform came into the spotlight after the March 10 meeting when political leaders resumed talks on changes to Bosnia's Election Law and meeting the conditions for the country's EU candidate status.

The State Department also expressed support for the talks, with US special envoy for the Western Balkans Matthew Palmer callling for “meaningful electoral reform” in BiH, which must include “limited constitutional reform.”

Following the Wednesday meeting, the leaders of the SDA and HDZ BiH parties, Bakir Izetbegovic and Dragan Covic, confirmed certain progress in harmonising the principles their political parties have been advocating on this issue. They also confirmed that other parliamentary parties are expected to join the talks as of May.
