Intl community demands vote on Mostar Mayor is held in line with City Statute

The election of Mayor in Mostar City is clearly regulated in the Statute and applicable Rules of Procedures, the international community in Bosnia and Herzegovina said on Monday, ahead of the Mostar City Council session that will resume vote on the new mayor, stressing that the vote should not be further delayed.

“We call upon all city councillors to not delay this further, to show responsibility and to swiftly elect the Mayor in line with the legal framework at the next session,” said a note signed by the European Union's Delegation, the OSCE Mission, the US Embassy and the UK Embassy in BiH as well as the Office of the High Representative, the final interpreter of Bosnia's State Constitution.

“We welcome constructive dialogue between all councillors on a joint program with concrete measures, aiming to improve the functionality of the City of Mostar and meet the expectations of its citizens,” the statement added.

The newly elected City of Council is set to elect the Mayor in the second round of vote this week after two candidates were eliminated in the first round.

The first attempt to elect the Mayor on February 5, when the new City Council was elected, was annulled as the international community's High Representative, who is the final interpreter of Bosnia's Constitution, pointed out the vote should be secret not public.

All 35 councillors unanimously adopted the High Representative's request and the first round of the vote was repeated the next week.

Two main candidates running for the post are Mario Kordic of the Croat Democratic Union (HDZ BiH) and Zlatko GUzin of the Coalition for Mostar, which gathers several parties including the main Bosniak party SDA.

HDZ BiH has the largest number of councillors – 13, followed by the Coalition for Mostar with 11 seats.

The second round was supposed to be held on Friday but the session was postponed at the proposal of councillor Irma Baralija, representing the BH Bloc, left-leaning coalition, which proposed the councillor take into consideration a proposal of introducing a rotating or three-member mayoralty in the City of Mostar.
