NGOs present Principles for amending Bosnia's Constitution to High Rep

Representatives of several NGOs presented a set of principles for constitutional reform, supported by more than 12,000 citizens so far, to the High Representative in Bosnia.

The principles were put together by the Council of the Congress of Bosniak Intellectuals (VKBI), the Croat National Council (HNV), the Serb Civic Council (SGV) and the Forum of Parliamentarians 1990. The organisations launched a web application that provides an opportunity for BiH citizens to express their support for the ideas and, so far, more than 12,000 have done so.

Representatives of the NGOs met with Christian Schmidt, the international official overseeing the civilian implementation of the 1995 Dayton Peace Agreement – which also contains Bosnia’s Constitution – on Tuesday.

They stressed that Bosnia needs constitutional changes in the country that are in line with international court rulings and the democratic acquis of the EU, which is respected in all European countries.

They also presented Schmidt with a set of questions they previously posed to international officials, including leaders of the USA, the EU, the Russian Federation and the countries that have their ambassadors in the international body overseeing BiH’s peace process, the Peace Implementation Council (PIC).

Schmidt welcomed the activities of the NGOs, emphasizing the importance and role they have as the voice of the citizens of Bosnia and Herzegovina from all ethnic groups.

Shmidt and the NGO representatives agreed that civil society should have more active participation in the upcoming processes in BiH, especially in advocating a setup for BiH based on the rule of law and the provisions of the European Convention on Fundamental Human Rights and Freedoms.

“Citizens of Bosnia and Herzegovina have the right to enjoy the same rights and freedoms that apply to citizens of European Union countries,” the NGOs said.

The organizations expressed full support for the Office of the High Representative (OHR) and its activities aimed at stabilizing the situation in Bosnia’s society and the Euro-Atlantic perspectives of the country.
