Policy analyst: High Rep imposed Election Law changes to appease Croatia

The Vice President of the US-Europe Alliance in Washington, Reuf Bajrovic, told N1 that he believes the High Representative of the international community imposed a form of “apartheid” in Bosnia and Herzegovina with his changes to the Election Law in order to appease Croatia.

On election day, October 2, Christian Schmiedt, the official tasked with overseeing the civilian implementation of the 1995 Dayton Peace Agreement, used his Bonn Powers to impose changes to the BiH Election Law related to the Federation of BiH (FBiH) entity.

While the changes were welcomed by Bosnian Croat parties and Croatia, the EU Delegation distanced itself from the decision and many EU officials condemned the move.

Bajrovic said the changes Schmidt imposed were a way to appease the Croat Democratic Union (HDZ BiH), the main Bosnian Croat party in the country.

“You have a number of citizens who have the ability to control a democratic majority using the elements that Schmidt imposed, and they are in a minority. I think the intention was to help the HDZ, and this was confirmed earlier by the Prime Minister of Croatia, Andrej Plenkovic, who publicly said that they (Croatia) lobbied for changes to the Election Law,” Bajrovic said.

He argued that, in cases where Bosniaks are the majority, there are mechanisms in place to prevent their domination, while there are no such mechanisms in cases where Bosniaks are the minority.

Bajrovic said he believes Schmidt to be aligned with the “ultra-right” and that he works for the interests of the HDZ BiH.

Bajrovic said that BiH is the only country in the Balkans that does not conduct any lobbying in the international community.

“There is no serious plan to make use of NGOs, or the diaspora. Croatia controls the attitude of the European Commission towards us,” he said.

He also said that he hopes that the BiH Constitutional Court will declare Schmidt’s decision unconstitutional, arguing that it conflicts with the Convention on Human Rights.
