Russia's UN Dep Representative: High Rep's report on Bosnia is unbalanced

The latest report of Bosnia’s international administrator on the situation in the country is “unbalanced” and implies that Bosnian Serbs and Bosnian Croats are to blame for all of the problems in BiH, Russia’s Deputy Permanent Representative in the UN, Anna Evstigneeva, said after the report was presented to the UN Security Council on Tuesday.

High Representative Valentin Inzko, who is tasked with overseeing the civilian implementation of the 1995 Dayton Peace Agreement, which also contains Bosnia’s Constitution, reports to the UN Security Council on the situation in the country every six months.

Inzko warned in his latest report about the rhetoric of a “peaceful dissolution” of Bosnia and Herzegovina which comes from the country’s semi-autonomous Republika Srpska (RS) entity.

“We believe that the document does not reflect the real situation in the country,” Evstigneeva said, arguing that it is presented in a way that implies that Bosnian Serbs and Croats are to blame for all the problems the country is facing.

She argued that Inzko’s report aims to “create the illusion of further need for the Office of the High Representative in BiH” and that, through his actions, the Austrian diplomat “fuels tensions and does not help inter-ethnic dialogue.”

“This is visible through his instructions and ultimatums to authorities in BiH and his implications that Serbs are collectively to blame for the tragic events in the armed conflict,” she said.

“We strongly recommend to Inzko to refrain from a broad interpretation of his mandate, especially in the area of Euro-Atlantic integration and cooperation between BiH, NATO and the EU. We suggest to Inzko to stop pretending to be a self-proclaimed general who is above the law and democratic institutions,” she stated.

The Russian representative suggested that the UN Security Council should also get familiar with another report which the Government of the RS entity also periodically sends to the international body.

“The situation in BiH is completely stable, there is no threat to international peace and security,” she stressed.

Evstigneeva reiterated Russia’s position that the Office of the High Representative should be shut down as soon as possible.

“Russia fully supports the fundamental principles of BiH's sovereignty and territorial integrity,” she concluded.
