Sarajevo Canton PM: FBiH entity refused to sign our vaccine procurement contract

The Prime Minister of the Sarajevo Canton (KS), Edin Forto, told TVSA on Tuesday that the efforts of the KS to procure Sputnik V vaccines have failed because the government of Bosnia’s Federation (FBiH) entity refused to sign off on the deal.

“I think it is completely clear to everyone whose competence it is to procure vaccines,” he said, referring to the fact that the FBiH Government has the power to decide on such procurement and that the KS can not do so alone.

“For some unknown reason, we were blocked in our own procurement as a canton, and we have only so far managed to get some of our vaccines in terms of donations, and everything else is an improvisation from the state level. The Covax mechanism, which our state entered very early and unfortunately relied on, is very late,” said Forto.

The KS Government said previously that it managed to strike a deal to acquire half a million Sputnik V vaccines but that it needed the FBiH Government to sign a tripartite contract with the producer as well.

“We have initiated activities in terms of continuing procurement without the FBiH Government, however, now this amended contract must go through all the procedures and all approvals that we and the FBiH Government have been waiting for two months for. This is one of the most frivolous and, I can say, one of the most dangerous moves made by the FBiH Government in the pandemic,” he stressed.
