Speakers of both BiH Houses ask EU and US to stop Dodik's anti-Const activities

Speakers of Bosnia’s House of Representatives and House of Peoples Denis Zvizdic and Bakir Izetbegovic wrote a joint letter to top EU and US officials and relevant institutions warning them of the situation in the country caused by Milorad Dodik, the Bosnian Serb Presidency member and his party working on dismantling state institutions and abolishing state laws.

The letter was addressed to European Parliament President David Sassoli, European Commission President Ursula von der Leyen, EU High Commissioner for Foreign Affairs and Security Policy Josep Borrell, European Council President Charles Michel and members of the Council, Speakers of the House of Representatives and Senate in the US Congress, Nency Pelosi and Joseph Leahy, and other relevant representatives of EU institutions, the Council of Europe and the USA. They also sent it to several hundred addresses, including all MEPs, members of the Caucus of Friends of BiH in the US Congress, and foreign ministers of all EU member states.

In the letter, Zvizdic and Izetbegovic warned of the current situation in the country and the possibility of escalation of tensions created by unconstitutional and illegal activities of part of the political forces from the Serb-dominated Republika Srpska (RS) entity.

“We can say with certainty that BiH would be a far more stable and successful state today had it not been for the activities of the Alliance of Independent Social Democrats (SNSD) party led by Milorad Dodik. In the last 15 years, initially modest and over time ever more open and daring, this politician and his associates hampered the country's progress on its Euro-Atlantic path and did everything to maintain apartheid in relation to Croats and Bosniaks in the RS,” the letter reads.

Izetbegovic and Zvizdic recalled that in the official documents from the SNSD party congress from 2015, they stated that the party’s its strategic goal is the secession of the RS entity from BiH which they said was the completion of Radovan Karadzic's and Ratko Mladic's war-time goals by political means.

They point out that the SNSD and their coalition partners have started activities that directly threaten the Dayton Peace Agreement that ended the 1992-1995 war in the country and the BiH Constitution as an integral part of the Agreement. In that context, they single out activities related to the so-called process of “the return of competencies to entities,” which, they believe, is a euphemism for unconstitutional repealing of laws of the state of BiH in the RS and the formation of parastate institutions in that entity.

The two speakers also recalled that the EU and the USA are among the signatories of the Dayton Peace Agreement and that they have the obligation to react in cases of violation of its provisions, and that they expect concrete activities that would confirm their support for the sovereignty and territorial integrity of BiH.

“Any calculation and postponement of a concrete reaction has a stimulating effect on those who seek to collapse the Dayton Peace Agreement, and thus threaten peace and stability in BiH, the region, and even in the rest of the European continent. Only with a joint decisive reaction from us in BiH, the EU and the USA, as well as other guarantors-witnesses of the signatories of the Dayton Peace Agreement, will we be able to stop the catastrophic consequences that would arise as a result of threats from Dodik's political followers from the RS. An alternative to that is the collapse of the Dayton Peace Agreement, and thus peace in BiH. We must prevent this scenario by all means,” the letter concludes.
